I would try some circular flowers amidst some swirls in the long pie shaped blue piece by the dragon's behind. Then your flowers would be balanced by the other two blocks with circular flowers. I might do a fan that spanned the tan and blue/white piece below it. And I'm trying to think of something the dragon could be breathing out instead of fire - a flower breathing dragon? a butterfly breathing dragon?
